MeasuresHE is a data platform founded by David Watkins and Billy Wong, former data analysts with Times Higher Education (THE). Its declared mission is “providing insightful data and powerful tools that empower institutions to make informed decisions, and achieve strategic goals.”

Its main current project is Talent 100, which is based on five metrics: publication volume (20% weighting), typical research quality (35%), best works (15%), research gravitas (20%), and collaboration intensity (10%), which are combined to produce an overall score. 

The rankings are based on research output over five years, rather than career achievements, providing a more accurate picture of the current research scene. The methodology shows that research excellence is often found in East and South Asia, the Middle East, and continental Europe as well as the traditional English-speaking elite.
